Canadian Parliament Recognizes Armenian Genocide

OTTAWA (Reuters) - The Canadian Parliament on Wednesday ignored long-standing government policy and angered Turkey by formally declaring that Ottoman Turks committed genocide against Armenians in 1915.

The House of Commons voted 153-68 to support a motion declaring the events of 90 years ago as genocide, despite a plea from Foreign Minister Bill Graham not to aggravate NATO ally Turkey.

Armenians say some 1.5 million of their people were deliberately slaughtered by Ottoman Turks between 1915 and 1923. Turkey denies the charges of genocide, saying the Armenians were among the many victims of a partisan war raging during World War One as the Ottoman Empire collapsed.

Graham quickly issued a statement after the vote stressing the motion would not alter Ottawa's official policy, which is that while the events of 1915 were a tragedy, they did not constitute genocide.

Our "position on this issue ... has not changed. Canada has had friendly and cooperative relations with Turkey and Armenia for many years. The Canadian government is committed to make these relationships even stronger in the future," he said.

But the result looked certain to harm ties with Turkey and represented a sound defeat for the government, which had instructed Cabinet members to vote "no."

Before the vote, Graham sent a letter to Liberal lawmakers saying he was "deeply concerned that it (the motion) could have far-reaching negative consequences" for Turkey and the region.

Canadian Parliament Recognizes Armenian Genocide

OTTAWA - The House of Commons has reversed a long-standing policy and passed a resolution denouncing the Turks for committing genocide against Armenians in 1915.

The vote passed easily, 153-68.

The motion said: "That this House acknowledges the Armenian genocide of
1915 and condemns this act as a crime against humanity."

Armenian Canadians hold a vigil after the vote

For decades consecutive Canadian governments have dodged the
sensitive issue by calling what happened in eastern Turkey a
"tragedy," stopping well short of referring to the events as
"genocide."

In 1915, during the First World War, Turkish troops put down an
Armenian uprising. Armenians say about 1.5 million people were
killed by the Ottoman Turks, during a brutal eight year campaign.

Turkey has always fought attempts by Armenians and international
human rights organizations to have the events declared a
genocide. Previously, Ankara has warned countries contemplating
similar action that there would be negative consequences. In some
cases business contracts have been held up or denied.

In 2001 France backed the Armenian case. Ankara responded by
freezing official visits to France and temporarily blocking
French companies from competing for defence contracts.

The U.S. dropped a similar resolution a year earlier after the
White House warned it could hurt U.S. security interests.

Before Wednesday's vote in Parliament, Foreign Affairs Minister Bill
Graham issued a statement saying "Canada has had friendly and co-
operative relations with Turkey and Armenia for many years. The
Canadian government is committed to make these relationships even
stronger in the future."

The Turkish Embassy in Ottawa says it is drafting a response.

The House of Commons adopts bill M-380 presented by Mrs. Madeleine Dalphond-Guiral


The House of Commons adopted a motion recognizing the Armenian Genocide by a majority of 153 votes. The motion was presented by Mrs. Madeleine Dalphond-Guiral (M.P. Laval Center) and seconded by Mr. Sarkis Assadourian (M.P. Brampton-Center), Mr. Jason Kenney (M.P. Calgary-South-East) and Mrs. Alexa McDonough (M.P. Halifax).

The passing of this resolution was the culmination of a 25 year process which encompassed similar resolutions being passed by city councils, provinces, and the Canadian Senate (July 13, 2002). "This is a victory for truth and justice." stated Dr. Girair Basmadjian, president of the Armenian National Committee of Canada. "Implicated in this course of action for over two decades, the ANCC has constituted the driving force behind the process towards the adoption of this motion," commented Dr. G. Basmadjian. "The accomplishment of this task was made possible through the mobilization as well as the implication of our grass roots members who made sure that all Members of Parliament were aware of the importance of t his issue for our community. » Canada now joins a long list of nations including France, Switzerland and Russia which have recognize the Armenian Genocide of 1915.

ARMENIA WELCOMES CANADIAN PARLIAMENT'S GENOCIDE DECISION

YEREVAN, APRIL 23, ARMENPRESS: Armenia welcomed Thursday a
decision by Canada's parliament to formally recognize the Armenian
genocide. A spokesman for Armenian foreign ministry, Hamlet
Gasparian, told Reuters that "we welcome the April 21 motion of
Canada's parliament which came to finalize the complete and legal
acknowledgment of the Armenian genocide after the upper chamber of
Commons, Senate, recognized it on June 13 of 2002."
He said that by that decision Canada has paid tribute to the
memory of the 1915 genocide that claimed the lives of 1.5 million
Armenians.
The spokesman also said that the decision is another evidence that
crimes against humanity are not subject to oblivion, a contribution
to the struggle against the policy of denial adopted by Turkish
government. He said the decision was also the result of a many-year
long campaign of the Canadian Armenian community for the genocide
recognition.
