Turkey not ready to continue Armenia-Turkey process

 

« Fellow Armenians,

 

A year has passed since the Armenian-Turkish-Swiss joint statement on steps to normalize the relations between Armenia and Turkey. During this period, the two Protocols aimed at normalization of the relations have been publicized, discussed in the public domain, and signed. The documents have for quite a lengthy time now been in the parliaments of Armenia and Turkey, awaiting ratification. Armenia has all along demonstrated her commitment to the process of normalization of relations, to the point of including the Protocols in the agenda of the National Assembly. We have made clear to the whole world that our position is nothing but firmly constructive. We have stated that, if Turkey ratified the Protocols, as agreed, without preconditions and in a reasonable timeframe, failure by the Armenian Parliament to ratify them would be precluded.

 

Now, the time has come to gauge the notion of a “reasonable timeframe” and whether a conduct is “without preconditions.” These criteria were set forth by not only Armenia, but also all the mediators involved in the process, all of our international partners.

 

For a whole year, Turkey’s senior officials have not spared public statements in the language of preconditions. For a whole year, Turkey has done everything to protract time and fail the process. Hence, our conclusion and position are straightforward:

 

1. Turkey is not ready to continue the process that was started and to move forward without preconditions in line with the letter of the Protocols.

 

2. The reasonable timeframes have, in our opinion, elapsed. The Turkish practice of passing the 24th of April at any cost is simply unacceptable.

 

3. We consider unacceptable the pointless efforts of making the dialogue between Armenia and Turkey an end in itself; from this moment on, we consider the current phase of normalization exhausted.

 

My Fellow Armenians,

 

During this period, I have discussed and continue discussing the future of the process launched with Turkey with Presidents Nicolas Sarkozy of France, Barack Obama of the United States, Dmitri Medvedev of Russia, as well as our colleagues in a number of European organizations. We are grateful to them for supporting our initiative, encouraging the process, and exerting efforts to secure progress. The matter of the fact is that our partners have urged us to continue the process, rather than to discontinue it.

 

Out of respect for them, their efforts, and their sincere aspirations, we have decided after consulting our Coalition partners and the National Security Council not to exit the process for the time being, but rather, to suspend the procedure of ratifying the Protocols. We believe this to be in the best interests of our nation.

 

Armenia shall retain her signature under the Protocols, because we desire to maintain the existing momentum for normalizing relations, because we desire peace. Our political objective of normalizing relations between Armenia and Turkey remains valid, and we shall consider moving forward when we are convinced that there is a proper environment in Turkey and there is leadership in Ankara ready to reengage in the normalization process.

 

While announcing to the world the end of the current phase of the process, which was launched with the September 2008 match between the national football teams of Armenia and Turkey, I express gratitude to President Abdullah Gül of Turkey for political correctness displayed throughout this period and the positive relationship that developed between us.

 

Fellow Compatriots,

 

In two days, we will commemorate the 95th anniversary of the first genocide of the 20th century, the remembrance day of the Armenian Genocide. Our struggle for the international recognition of the Genocide continues. If some circles in Turkey attempt to use our candor to our detriment, to manipulate the process to avoid the reality of the 24th of April, they should know all too well that the 24th of April is the day that symbolizes the Armenian Genocide, but in no way shall it mark the time boundary of its international recognition.

 

We express our gratitude to all the states, organizations, and individuals that support us in deploring and preventing crimes against humanity. We are also grateful to all those Turkish intellectuals that struggle for the restoration of historical justice and share our grief. On this eve of the 95th anniversary, we call upon everyone to remember that the memory of one and a half million innocent victims exterminated under a state-orchestrated program merely for being Armenian continues to pose before mankind the demand for recognition and condemnation.

We are stronger today than ever before and stand straight as always. Henceforth, our efforts for a better Armenia, a better region, a better world, and a more solid unity of Armenians worldwide will only multiply. Rest assured that results will be visible all along.

Message of the President in Switzerland

Statement by President Serzh Sargsyan at the meeting with the representatives of the Armenian-Swiss community

 

« Dear Compatriots,

My warm greetings to you all, I am very happy to be here today.
This kind of meetings and gatherings always serve as an impetus and compel us to work harder on All-Armenian issues. Together with the Diaspora, shoulder to shoulder, we are strong, we feel more powerful in Armenia and, I am confident, you feel the same, knowing that you have Armenia standing behind you.

The Armenian-Swiss community though has problems similar to those of other Armenian communities abroad, is one of the most organized communities. Small in number, you are able to do a great job. The high level of the current Armenian-Swiss relations and especially, recognition by Switzerland of the Armenian Genocide is related mainly to your activities. We are well aware of that in Armenia. It is well-known in Motherland, we are grateful and, of course, happy.

As you may know, I have held a number of meetings in Davos with the world leaders. I want you to know that these meeting were very important, the visit to Switzerland was useful, and the contacts – efficient.

Three days ago, here in Zurich, before leaving for Davos I met with the President of Azerbaijan. We continued negotiations on the resolution of the Nagorno Karabakh conflict. With this regard Armenia’s position is clear and unequivocal: we must achieve the international recognition of the right of the people of Nagorno Karabakh for self-determination. You can be sure that we pursue no other objective. And tales told by some individuals that because of this or that consideration or giving in to some pressure we will be making unilateral concessions on the NK issue, are not true. We cannot sacrifice our national goal, our common issue for solving secondary issues.

You also know that contacts with the Turkish side continue, and in Davos I met with the Prime Minister of Turkey. After the meeting, we instructed the Ministers of Foreign Affairs to carry on with the negotiations. I think that it is in our interest to establish normal and civilized relations between our two neighboring states without any preconditions. On this issue too I want it to be absolutely clear for everyone: establishment of relations with Turkey does not mean forgoing the Genocide, establishment of relations with Turkey does not mean subordination of our national interests to some other issues. We have stated it before, we are stating it now: to establish diplomatic relations with Turkey without preconditions, to open the borders, to create an intergovernmental commission and after that to discuss any problem present between our countries, our two peoples.

Today, the whole world faces a new challenge – financial and economic crisis. Just like other countries, Armenia is very concerned. Our task is to mitigate to the greatest possible extend the negative consequences of the crisis for our people. Up to now we have been able to preserve financial stability in our country; however it should be clear for everyone that Armenia cannot keep away from global processes. Last year, I mentioned on more than one occasion that our task is to survive the crisis with minimal loses. If we are not able to come out in a better shape than other countries, it means that we are not working well enough, and we cannot agree to working not well enough.

Since Armenia’s independence Switzerland has been providing support to our country in many areas and has given us considerable assistance. Today, our interstate relations are rather active. Greeting in your persons the entire Armenian-Swiss community, I would like to ask you to continue working, to continue doing what you have been doing for years, for decades. However, I would like to ask you to be a little more active, to put more efforts in it. It is not only about the crisis or about the existing problems but also about our wish to have greater achievements in Armenia, greater than we have had for the last seventeen years. And the end result will be depending on each Armenian’s participation in that work. I would like to repeat: participation of every Armenian, not only the citizens of Armenia, because our strength is in our unity. We need unity and unanimity as air and water. National unity is not only a motto; it is the only guarantee of good work and great achievements. Segmentation, disorganization, mutual distrust will not get any nation anywhere. We want our state to register success on every stage of its development, great success, and diversified success.

I am urging all of you to come to Armenia frequently - to come and to see the existing problems and to ponder together over these problems. We are ready to listen to anyone who is wishing Armenia to advance. We are ready to listen to anyone who is doing something in Armenia. We are ready to listen to anyone who is doing something good for Armenia abroad. This is our aspiration, and I am confident that if every Armenian visits Armenia at least once every two years, visits the Motherland, Armenia will flourish. A little math will help prove that it is true. I am hopeful that you will put new energy and will double your efforts on this direction, and will appeal to everyone to visit Armenia every two years. Of course, it is more desirable if you visit Armenia every year. You will see the changes, and you will see that your visits to Armenia contribute to those changes.

Serge Sarkissian, président de la République d'Arménie, s’adresse à la nation arménienne à l’occasion du 100 ème jour de sa présidence:

 

« Chers compatriotes,

Aujourd’hui est le 100ème jour de ma présidence. Ce centième jour est seulement une occasion symbolique pour résumer le travail effectué et réaffirmer une fois de plus l’ordre du jour des priorités du développement de notre état. Pendant les 100 jours passés le but de mes activités était de se référer aux espérances de centaines de milliers de nos compatriotes, à leurs espoirs et demandes, de créer la base pour continuer les changements qui sont les impératifs directs du nouveau développement de notre état.

Ce que je dis se réfère à toutes les sphères d’activité, politique étrangère et intérieure, l’amélioration de la sécurité et des forces armées, de l’activité de la police et du système juridiciaire, de l’efficacité de la politique économique dont le travail des services fiscaux et des douanes. Il y a des sphères où nous avons enregistré des résultats au cours de cette courte période. Dans les autres, des résultats seront notables très bientôt.

J’ai commencé l’exécution de mon programme qui a été approuvé par beaucoup d’entre vous et qui comprend la solution des questions importantes et concrètes. Les 100 jours passés ont montré que nous en exécuterons une partie d’entre elles beaucoup plus tôt que nous attendions, pour les autres nous avons besoin d’un temps plus long. Plus long, mais pas aussi long que nous l’avions projeté.

Je ne dis pas que nous devons être patients, je vous prie de me croire, je ne suis pas patient moi aussi, je veux voir tous nos problèmes résolus un jour - voir les résultats positifs du combat contre l’injustice, l’indifférence, la corruption et la pauvreté. À la fin des 100 jours de la présidence je veux m’adresser à vous avec un requête - je demande à chacun de répondre à la question suivante - quels changements ont été enregistrés dans notre pays pendant cette période ? Demandez à votre ami, à vos parents et voisins.

Malheureusement, certaines personnes parlent d’un manque de confiance sur le travail qui est effectué aujourd’hui. Avec mon esprit positif je vais contourner leur pessimisme. Ce qui arrive maintenant n’est pas - le mois du trafic sûr ou une opération mains propres. Notre travail ne sera pas limité par aucun cent jours. Nous ferons de ce style de travail notre norme naturelle de vie.

Chers compatriotes,

J’ai toujours parlé avec vous ouvertement et franchement et attends la même franchise de votre part. La franchise, parce que pour passer à l’exécution de projets et des programmes plus grands nous avons besoin d’optimisme.

Même pour faire un petit travail une personne doit être d’une humeur juste et comme société, nous devons avoir l’humeur appropriée pour pouvoir faire notre travail, être prêt et être d’humeur pour des changements, évaluer l’allure du développement de notre structure d’Etat, passer pour guérir le public du diagnostic au plein traitement.

Rappelez-vous toujours que vous êtes les libres citoyens de l’Arménie indépendante et aujourd’hui nous écrivons ensemble une nouvelle page dans notre histoire. Ce qui sera écrit dépend non seulement du président, mais chacun d’entre nous. La page suivante sera écrite par nos enfants et petits-enfants. Les pages qu’ils laisseront dépendent de nous, du pays où ils vivent et vivront.

Mon désir et le but de mon activité consistent en ce qu’ils vivent dans une Arménie libre, démocratique, une Arménie développée et forte. Nous érigerons ensemble une telle Arménie. »
